This change was made to make it easier for RuneScape Gold determining the Combat level for both veterans and beginners. We are eliminating any impact of the Summoning, Prayer, Constitution and Constitution levels on your Combat Level. They have a distinct and desired effect however it's not required to include them in the Combat level calculation.
Encouraging challenging fights. This is one of our biggest areas of improvement in the Evolution of Combat update. In PvE combat, we're changing the balance of all NPCs that play in the game to make them more compatible with players with similar levels. For a lot of NPCs, this means giving them ranged and magical attacks to situate them more clearly on the combat triangle.
It is evident that the majority of the creatures that appear in the game can only be defeated with basic melee attacks, so you won't need to carry any other weapon. All that will change as we'll encourage you to learn the strengths and weaknesses of each monster (all shown very clearly on the combat side panel, where your stab/slash/crush/special attack buttons used to be) and to learn the best combat method and gear to use against them.
To further encourage everyone to fight creatures that are designed to their level, we're removing the Combat XP for fighting creatures that are more than 30 levels lower than you. Drops and Slayer XP remain unchanged. All NPCs will be rebalanced keeping this in mind, as I have already stated.
Since we don't have any top-end training creatures in the game (yet), players with an extremely high Combat level will see the 30 level range to be raised to Buy RS 3 Gold 50 levels at the very least until we launch larger training Dungeons!
